Americans with Disabilities Act Β· Title II

Accessibility Statement & Complaints

Winn Parish Police Jury does not discriminate on the basis of disability in its services, programs, or activities. This page states what we conform to, what we know still needs work, how to ask for help, and how to file a complaint β€” including what happens after you do.

Conformance status

This website is built to WCAG 2.1 Level A and AA, the standard required by the Department of Justice's Title II rule (28 CFR Β§ 35.200).

Current status: partially conformant. "Partially conformant" means that some parts of the content do not yet fully meet the standard. We publish that status rather than claim full conformance we cannot evidence.

Known limitations

We would rather list these than have you discover them. Each one includes what to do in the meantime, and when we expect it to be fixed.

Older agendas, minutes and ordinances are scanned PDFs

Documents published before 2024 are image scans without a text layer, so a screen reader cannot read them.

In the meantime: request any document in an accessible format and we will send it. Timeline: remediating in year order, oldest first; finished by March 2027.

Some third-party embeds are outside our control

The state contractor portal (la.govmotus.org) and the map provider are not built by the Parish.

In the meantime: wherever an embed is not accessible we publish the same information as text or as a downloadable file. Timeline: reviewed at each annual audit.

Videos are not captioned

The Parish does not currently publish video, so there is nothing to caption. When we do, captions will be published with it β€” the standard is stated now so it is not a surprise later.

What we have done

  • Audited the site against WCAG 2.1 AA, with automated scanning and manual screen-reader testing.
  • Rebuilt page templates with heading structure, landmarks, visible focus states, and contrast checked to at least 4.5:1.
  • Added written text alternatives to every image, and removed the practice of leaving them empty.
  • Made every permit form fillable online, with a PDF fallback rather than a PDF-only.
  • Trained staff who publish content on headings, alt text, and accessible documents.
  • Added accessibility requirements to how we buy and commission technology.

Compatibility and testing

Tested at 320px and 1440px wide, and at 200% and 400% zoom, in current versions of Chrome, Safari, Firefox and Edge on Windows, macOS, iOS and Android.

Tested with NVDA on Windows, VoiceOver on macOS and iOS, and keyboard-only navigation. Text is readable when spacing is overridden; nothing depends on colour alone to carry meaning; motion respects a reduced-motion preference.

Not supported: Internet Explorer and browsers more than three major versions old.

Automated testing finds only part of the picture β€” it cannot judge whether a heading makes sense, or whether a PDF reads correctly aloud. The limitations above are found by hand, and they are the ones we publish.

We aim to acknowledge every accessibility message within 2 business days and to resolve it within 10 business days.

How the complaint process works

Every complaint is reviewed by the ADA Coordinator. There is no cost to file, and retaliation against anyone who files is prohibited.

  1. You file β€” online, by phone, by relay, by mail, or in person. Do it within 60 days of the incident.
  2. The Coordinator contacts you within 15 calendar days to discuss the complaint and possible resolutions.
  3. You receive a written decision within 15 calendar days of that discussion, in an accessible format if you asked for one.
  4. If unresolved, you may appeal to the governing body within 15 calendar days of the decision.

If you are not satisfied with our response, you may also file a complaint with the U.S. Department of Justice.

File a complaint

About 10 minutes. Fields marked * are required. You do not need an account, and nothing is timed β€” if you leave this page, your entries stay in the form as long as the browser is open.

Prefer not to use a form? That is a reasonable choice, and it is often faster. Call (318) 628-5824, use relay 711, email pj2admin@wppj.net, or come to the office. A paper form is also available β€” other ways to file.

How should we contact you?

For example: a sign language interpreter, large print, or a phone call instead of writing. Accommodations are free.

Other ways to file

The online form is one option, not the only one. Any of these will be handled the same way.

You can also contact the Louisiana Governor's Office of Disability Affairs, or a private attorney. Filing with the Parish does not affect your right to file with any of them, and it is not a required first step.

Policies and documents

Common questions

Does filing a complaint cost anything?

No. There is no fee, and retaliation against anyone who files is prohibited.

Can someone file on my behalf?

Yes β€” a family member, caregiver, or advocate can file for you. The form asks for their relationship to you.

Do I have to use the online form?

No. Phone, relay, email, post, and in person are all accepted, and the paper form is on this page. The online form exists for convenience, not to gatekeep.

How long does it take?

The Coordinator contacts you within 15 calendar days, and you get a written decision within 15 calendar days after that discussion.

What if I need this page in another format?

Call (318) 628-5824, use relay 711, or email pj2admin@wppj.net. We will provide it in the format you need, at no cost.

Does filing with the Parish stop me filing with the DOJ?

No. You can file with the Department of Justice at any time, before, during, or after our process.
